Oak Bay is facing a $460M funding gap by 2121, according to a staff report. The gradual drip of funding shortfalls in Oak Bay is building to a tsunami a century from now. Another $4.6M/year is needed for the municipality—one of the richest communities in Canada—to reach sustainability. Failing to deal with it, says a new report from staff, is no longer an option. "Not addressing it will result in an increase in water main breaks, water quality challenges, sewer backups, and storm water issues with impacts to private property," reads the report, which says that about $273.9M worth of critical assets like water and sewer infrastructure are already past their recommended useful life and need replacement. Efforts to reduce the funding gap since 2017 have cut it down by $445M, but another $460M is looming, and that’s not even accounting for the additional strain climate change will place on Oak Bay, in particular its 13 km of coastline. Staff recommended repeated utility rate and tax increases of between 2.06-2.5% over 6-8 years. Tomorrow is a big day for birders. It’s World Migratory Bird Day, and birders all over the globe will be counting feathered travellers. The data collected will contribute to citizen science, but the main goal of the day is to raise awareness about migratory birds, their ecological importance, and the need for co-ordinated global conservation. Volunteers at the Rocky Point Bird Observatory in Metchosin are holding a Big Sit on Oct. 9, a technical term for when a birder sits in one spot for an entire day to count the number of birds that fly by. For those curious about birding, the observatory hosts a walk on the second Sunday of each month at Outerbridge Park in Saanich.
