Following its investigation into atrocity crimes committed in #Ethiopia since November 3, 2020, ICHREE has shared findings from its second report as part of #HRC54. The report identifies systematic and grave violations of international law in Tigray, Oromia, Amhara, and Afar, including mass killings, rape, starvation, forced displacement and arbitrary detention. The Commission found that Ethiopian, Eritrean, Amhara, and Afar forces and Fano militias committed serious human rights violations and abuses, violated international humanitarian law, and likely committed war crimes and crimes against humanity in Tigray. As has been extensively documented, the #TigrayGenocide has been characterized by widespread and systematic sexual violence. Physician for Human Rights (PHR) and the Organization for Justice and Accountability in the Horn of Africa (OJAH) reviewed medical records to estimate the incidence of Conflict-Related Sexual Violence (CRSV). The study is the first to document sexual violence after the Pretoria Agreement in November 2022. In line with the ICHREE’s findings of sexual violence and rape occurring in Tigray post CoHA, PHR and OJAH found evidence of the systematic nature of the offenses by Eritrean, Amhara, and Ethiopian forces. Given the scale and continued sexual violence, we call on all stakeholders to ensure CoHA's full implementation, provide support to the countless CRSV survivors, and #RenewICHREE to support #Justice4Tigray.

The ongoing occupation and ethnic cleansing of Irob illustrates how critical the renewal of the ICHREE mandate is to ensure the rights of indigenous minorities in Tigray. Since the start of the genocidal war on Tigray, Irob has been cut off from the world through a telecoms and internet blackout, all while experiencing invasion, occupation, and ethnic cleansing. The signing of the Cessation of Hostilities Agreement has not resulted in any changes for the Irob, who continue to face the brutal impact of occupation, humanitarian blockade, detainment, sexual violence, and abductions. Today, over 60% of Irob is occupied. This occupation and its brutal violence have resulted in the displacement of over 70% of the community. Irob must be protected and justice served for crimes committed against them. We call on the UNHCR to renew the mandate of the ICHREE at the 54th session this September to ensure a thorough and independent investigation of the impact of the genocidal war on Tigray, and specifically the Irob community, as well as to ensure the protection of an indigenous minority community. After almost 3 years of the Tigray Genocide and atrocities ongoing, the only international and independent investigative body mandated to conduct an impartial investigation is at risk this September at United Nations Human Rights Council’s 54th session. Various member states are indicating they will not support the mandate's renewal to let Ethiopia move forward. But this goes against #Justice4Tigray. We are calling for the extension of #ICHREE’s mandate.

For almost 3 years, Tigrayans from Western Tigray have been unlawfully expelled from their homes, with thousands detained, killed, sexually assaulted, and displaced in an ethnic cleansing campaign by Amhara forces seeking to erase Tigrayans from their land. The Cessation of Hostilities Agreement (CoHA) has not changed this reality. A new wave of ethnic cleansing as part of Tigray Genocide is ongoing without remedial action from the Ethiopian government as stipulated in the CoHA. Tigrayans in Western Tigray are once again being rounded up, while those displaced from the region cannot return home. As crimes continue, we are calling for #Justice4Tigray and the extension of #ICHREE's mandate.

The scale of human rights violations committed in Tigray during the genocidal war that began in 2020 is yet to be determined, as numerous constraints have impacted the capacity for independent investigations in the region. Therefore, estimates that over 600,000 Tigrayans have died, over 2 million are internally displaced, and thousands have survived weaponized sexual and gender-based violence are likely undercounts. In 2021, the United Nations’ Human Rights Council established the International Commission of Human Rights Experts on Ethiopia (ICHREE) to investigate and document human rights abuses in Ethiopia committed since the start of the war on Tigray in November 2020. As documented in the Commission’s initial report, the Federal Government of Ethiopia undermined the investigation denying human rights experts access to any areas outside of Addis Ababa and obstructing the process wherever possible. As a result, the ICHREE’s investigation was limited to virtual meetings and interviews during a time when a telecommunications blackout was ongoing across Tigray. As human rights violations continue, a robust, thorough, and independent investigation in Tigray is needed now more than ever for the purpose of documentation—and the possibility of justice and accountability. We call on member states of the UN Human Rights Council to support the renewal of the ICHREE this September.

Yesterday, the women in Tigray held a March calling for the resumption of aid, full implementation of the Cessation of Hostilities Agreement which includes unhindered aid and the withdrawal of invading forces, and justice and accountability.
