There's more to love in the village of Mangilao. A groundbreaking ceremony was hosted this week for McDonald's of Mangilao. The new restaurant will be located next to the Mobil gas station along Route 10. Joe Ayuyu, Jr., vice president of McDonald's in Guam and Saipan, told KUAM News, "We've always looked at this area and this community and the people have been asking for it. We see the growth potential here. Mangilao looks like a growing community. With our partners here, the mayors, the schools, the growing residents, and hopefully with the hospital, it seems like the ideal location to open up." The Supreme Court rejected President Biden’s plan to wipe away $400 billion in student loan debt. In a 6-3 decision, the court ruled that the Biden administration overstepped its authority in trying to cancel or reduce student loans for millions of Americans. The court held that the administration needs the approval of Congress before undertaking such a costly program. The high court also rejected the administration’s arguments that the plan was lawful under a 2003 law called the Heroes Act, which states the government can provide relief to recipients of student loans when there is a national emergency. Up to 43 million borrowers are now on the hook for repayments set to resume by late summer. The program has been blocked since the 8th U.S. Circuit Court of Appeals issued a temporary hold in October. President Biden referred to the decision as a “mistake.” He announced a plan to lower payments to five percent of a borrower’s disposable income, and launched a temporary year-long onramp repayment program. In an interview in 2022, Mark Duarte, Director of UOG’s Financial Aid and One-Stop Office, said “We ran some data on students who received students loans from 2018 to 2020 and we had about 1,549 students who did receive loans over that period equal to about $14.3 million, so that means it is about an average of $9,000 per student.” #guam #cnmi #debtrelief #studentloans #college #scotus

A man rushed to the hospital after crashing his car in Tamuning early Saturday morning is in stable condition. It happened along Archbishop Felixberto Flores Circle around 2 am. A witness telling KUAM he heard a car speeding up the hill from Tumon prior to crash. Investigators learned the driver lost control of the car when he hit the concrete retaining wall at the roundabout causing it to flip onto its roof. The witness said the crash knocked the driver unconscious before Guam police officers and the Guam Fire Department responded to the scene. Police said the man, who was the only person inside the car, did not suffer from any serious injuries. Authorities temporarily blocked lanes for traffic headed southbound until they could clear the scene. #kuam #guam #news #local #community

Blue flowers adorn Maxon Williams's grave site at Guam Memorial Park. Kneeled beside his matching heart-shaped wreath is his sister Sherlyn Lorenzo. She smiled proudly as she recalled her brother's warm and loving personality. More than a month after his sudden passing, Max's absence is still overwhelming. It's a loss his sister hopes others will learn from. Williams was just 24 years old when his life was cut short on the evening of May 19. He was getting off of work and headed home on Route 16. A drunk driver then veered into his lane near the overpass, crashing into him and taking his life. The other driver, now identified as 28-year-old Royce Brian Banes also was killed. Now, all they have left are his memories. Max was a man who loved learning about different cultures. His favorite CHamoru word: balutan. That was a fun fact also mentioned during Max’s eulogy. And he was an accomplished young man -- a liberal arts grad from the University of Guam and the family provider. A man that will never be forgotten. "You’ll be missed deeply. Public schools are still in bad shape post-Typhoon Mawar. Among the worst is Simon Sanchez High School, which will have to double session. The news came out of the education oversight hearing overnight. Education oversight chair, Sen. Chris Barnett iterated the situation. "It's over and done with and we're not going to see students return to that campus right now. Probably ever," he said. Won Pat responded, "You're right. I mean, we can still have our guys go in and inspect but the condition is dire." She admitted the process to restore the home of the sharks will take at least three to four years. "The existing campus for us to have our children go in seems to me a little more bleak primarily because of the mold situation," Won Pat said. Details of Sanchez High's double session have yet to be finalized. The oversight hearing focused overall on typhoon recovery and Department of Public Health and Social Services inspections at all public schools. Tomorrow is the last day of applications for Disaster Supplemental Nutrition Assistance Program, otherwise known as D-SNAP. The deadline was extended for three days after Public Health officials saw a high volume of residents lining up for hours. But despite the anticipated rush of applicants hoping to beat the crowd tomorrow, the lines were fairly short today. The third time was the charm for Ordot resident Justice Brub and Yona resident Ryan Sanchez. They were among the thousands of applicants waiting for hours outside the D-SNAP application sites the past few days. But the duo never made the cut. Now the line is moving quickly at the Guam Premier Outlets in Tamuning. Public Health's Terry Aguon told KUAM News, "Our lines are shorter today. Which is wonderful. Before, our lines would wrap around the old Forever 21." Aguon, the agency's deputy director, said, invited those eligible who were not able to submit an application to come on down to any of the three sites. Saturday is the last day they are accepting applications. There’s also a separate line for those who need it. And for first responders who can come early, two hours before the general public, he said, "we initially started with Customs and Quarantine, Guam Fire Department and the Guam Police Department. We’ve opened up that category much wider. More with the hospitals, more with the clinics, more with Public Works." And for those who already received their EBT card, you may receive a call from Public Health officials asking for information such as your date of birth. This is to ensure the completion of your D-SNAP application. The president of Northern Marianas College Dr. Galvin Deleon Guerrero, a long-time educator, shared his perspective on the Supreme Court’s ruling on affirmative action. He told KUAM, “Affirmative action leveled the playing field for hundreds of people from the Marianas who pursued higher education in the continental US, which has helped build the intellectual capital of our islands.” He said, “I fear now that we may be entering an era in which all that progress may be undone.” Dr. Deleon Guerrero said the Northern Marianas College is designated by the U.S. Dept. of Education as a Minority Serving Institution and Asian American Native American Pacific Islander Serving Institution.
