Governor Lou Leon Guerrero and Joint Region Marianas Commander Rear Adm. Gregory Huffman declared Guam in Condition of Readiness (COR) 4 at 10 a.m. today, October 11, 2023. Government of Guam operations resume at 10 a.m. Governor Leon Guerrero conducted an assessment at first daylight. All major thoroughfares were clear of any major debris and accessible. The community is reminded to conduct assessments around their homes in a safe manner.

Based on current agency reports and guidance from the National Weather Service, Governor Leon Guerrero anticipates declaring COR 4 at 10 a.m., Wednesday, October 11, 2023. Government of Guam operations will resume at 10 a.m. Guam Department of Education (GDOE) classes, to include after school sports activities and the ASPIRE program, will remain closed for the day. Additional information regarding classes resuming and make-up days will be issued at a later time. GDOE employees should report to work two hours after the declaration of COR 4. In preparation for the return to Condition of Readiness (COR) 4, the Guam Community College (GCC) advises that GCC employees should be ready to report to work by 10 a.m. tomorrow, October 11, 2023. Classes will resume as soon as the campus is cleared to open. GCC students are asked to check their MyGCC accounts as well as the GCC’s social media channels regularly for updated information.

Guam remains in Condition of Readiness (COR) 1 at this time. The community is advised to remain indoors until COR 4 is announced. As of 4 p.m., Typhoon Bolaven was located 70 miles northeast of Guam, moving northwest at 10 mph, with maximum sustained winds of 80 mph. Based on current data, as of 5 p.m., the eye of the storm was beginning to make a passage just north of Rota.

As of 1 p.m., Bolaven has been upgraded to a typhoon. Typhoon Bolaven was located about 90 miles east-northeast of Guam, moving northwest at 15 mph, with maximum sustained winds of 80 mph. On its current track, Bolaven is anticipated to pass north of Rota, between Rota and Tinian. The worst conditions are expected between noon, with tropical storm force winds (39 mph or more) through this evening but even after that, torrential rainfall is expected.

Guam remains in Condition of Readiness (COR) 1 at this time. The community is advised to remain indoors until COR 4 is announced. Guam can expect a heavy rain event. Heavy winds and rains are anticipated to begin by 10 a.m. today. The closest point of approach is expected between 2 p.m. and 6 p.m. today but this may change. As of 7 p.m., Tropical Storm Bolaven was located about 315 miles east-southeast of Guam, moving west-northwest at 12 mph, with maximum sustained winds of 70 mph. Bolaven is forecast to intensify through Tuesday, possibly becoming a typhoon late tonight or early Tuesday morning. Tropical storm force winds of 39 mph or more are expected for Guam by Tuesday midday and lasting through Wednesday morning. At this time, the closest point of approach to Guam is 8 p.m. Tuesday. This could change. Bolaven continues to strengthen and approach the Marianas, and the track has shifted slightly south with a passage through the islands but still tracking in-between Rota and Tinian Tuesday evening. Any deviation of the storm track is possible and can make a difference for the islands. Tropical Storm Bolaven should not be underestimated. All islands will feel the passage of Bolaven, but any one, or two, islands could face a direct hit (maximum intensity).

If you need to evacuate to an emergency shelter, before you leave home, shut off your incoming electricity at the main breaker or switch, usually located by the electric meter or in the circuit breaker panel. If you are dependent on an electrically-powered life support system, consider having a backup generator. Otherwise, make plans ahead of time to go to an alternate location where electricity will be available.


Governor Lou Leon Guerrero will place Guam in Condition of Readiness (COR) 1 at 10 p.m. this evening, October 9, 2023. At COR1, destructive winds are possible within the next 12 hours.

Those seeking shelter who do not have reliable transportation, or have a disability and need a ride to a designated storm shelter, are advised to contact their village Mayor’s Office for information on transportation. Residents will need to go to their respective Mayor’s Office for bus transportation to the shelters. Transportation to the shelters from the Village Mayor’s Offices will not begin until 5:30 p.m., Monday, October 9.
